Monroe is the seat of Monroe County — a Lake Erie shore city where the River Raisin meets the lake. Historic site of the War of 1812 River Raisin battles (now a national park). Politically it has trended Republican in recent cycles despite its historically Democratic union heritage.
The Catholic church network — St. Mary's, St. John the Baptist, and the IHM Sisters of Charity motherhouse — has been a foundational institution in Monroe since the 1820s. IHM teaching on abortion has been consistent for two centuries: it is intrinsically evil. Abolition is that teaching brought into civil law.
